Permanent Shard? What are they? And Why are they here?

So yesterday I was talking to friends in discord about unlocking champ Mastery, and what a perm shard was. So I took off to twitter and @'d my fav Riot Nami Katey, she explained a few things but in the end we ended up becoming more confused Lol.

So from what we understand it takes 3 shards to make a perm shard, which you can use to unlock a champ or shard + BE.

But in the case of mastery, It takes lets say Lvl 7 1 Champ shard + 3 tokens to unlock, so why have Perm shard when it takes more to do?

If we already OWN the champ shouldn't that count as a PERM shard?

I can understand that at lower lvl accounts may find collecting 3 of the shards to make a perm important, but higher lvl acc's can find this kinda useless. Mainly in the case of mastery since it only takes one shard, and getting shards are random. ( I've noticed out of lvl up caps I get more 450-1350 camps vs 48-63)

What I propose is this, let there be a shard store.

And before anyone jumps in and says "OH THAT WILL BE BROKEN!" let me explain.

Shard store is only open if you OWN a champ, you cannot buy shards if you do not own them.

Remove the PERM shards have a shard store, so people who are working on mastery don't have to blow through BE just to master a champ they like, seeing how BE isn't given after games anymore.

Shards in the Shard Store will be discounted since you already own the champ.

I.E

450= 20 BE

1350= 150 BE

4800= 550 BE

6300= 1500 BE

This can be subject to change, this is just a rough estimate.

But like I said this is just a idea since I dont fully understand the point of having perm shards. ;D

Yeah that was pretty clear when you said this:

I can understand that at lower lvl accounts may find collecting 3 of the shards to make a perm important,

You cannot just use 3 shards to make the desired permanent; its always random.

So the question you posed was basically why in the world would you use a perm when a shard is also available; I suppose theres a few reasons:

Scenario 1: You reroll 3 random shards and get a random "perm" shard for a champion you already own- you can now potentially use this for something you have the correct mastery for. You would attempt this in a case where the 3 shards you have are not either A.) Any champions you plan to master or B.) Already own champions, dont want the shards or C.) Just want to get a random permanent for other reasons

Scenario 2: Falls into the A, B, or C of the previous.

So to clarify, its strategic in a sense. Lets take the following hypothetical here:

-I'm a mastery 6 Lux, and I currently own 116/140 champions. -I also have 6 champion shards; Trundle, Ashe, Taliyah, Zed, Ryze, and Kayn

1.) I also happen to like Taliyah, so I hold onto hers in hope I get to mastery 6 with her so that I can use the shard 2.) Zed I don't own, I'll hold onto that one so maybe I can later buy it; its also worth a lot of BE so its definitely valuable 3.) Since I hate Jungling and its a low priority, I'll disenchant Kayn for BE since its worth a ton compared to the others, so that I can free it up for other stuff (mastery or maybe buying Taliyah!) 4.) The remaining shards - Ashe, Trundle, Ryze, are all champions I already own. THEY ARE ALSO relatively LOW BE values, so they hold very little value. The best option for these shards is to reroll them into something potentially vastly more useful. Their are 2-3 winning conditions for me: I either get a new champion I don't own, I get a perm that I already own and want to master, or I get a perm that I can disenchant for tons more BE 5.) I reroll Ashe, Trundle, Ryze - I get lux and decide to master 7 her ( I dont even honestly think this is possible without owning them all- but if it isnt- then this is still advantageous in the sense that I get another "free" chance to get a champion perm I want for mastery disposal)

I.E

450= 20 BE

1350= 150 BE

4800= 550 BE

6300= 1500 BE

This can be subject

That would literally never work unless I'm missing something. The "better" option then becomes always just buy the discounted "shard" in 99% of scenarios. Why use the ashe shard I currently own when I can just reroll it with 3 other shards, then buy this thingy you're proposing for a mere 20 BE? I get tons more out of this.

Also, no one would literally EVER use the BE cost option, because any of those options is less than 2950. You'd have to be an utter moron to spend 2950 BE for the mastery when you could just buy this thing you're proposing for 20-1500 BE. You'd save anywhere from 1450-2930 BE every time you chose this option (because you will always own the champion, theres no scenario where this isn't true).

Edit: I mean this not to be offensive, but it may really help to ask targeted questions to better understand how something works before posting something like this; generally something can be figured out by asking specific question that would clarify. "Why wouldn't someone just use a shard" for example probably would have negated this whole post. I see what you were trying to do, however. Yes, the permanents should probably be slightly more impactful or offer some kind of "advantage" over using a shard, problem is unless its reducing the token cost by 1, or refunding some BE back- I literally do not see a solution for it.

Alright, let me explain more in detail since some things are being missed here.

Champ shards, you can no longer Reroll 3 into a random NOT OWNED Perm champ.( You cant re-roll period) This was taken out at the launch of pre-season because people who owned all the champs could pretty much reroll shards to get a new released champ for next to nothing. Example- I rerolled a Ashe, Roka and teemo and unlocked Ornn on his release date. You can still reroll skins.

Now, Talking with Katey yesterday, we ended up confused what exactly is a perm shard.

This is where my confusion lies, Even if you could reroll into a perm, as soon as that happens it's unlocked and removed from your hextech crafting, so how would you use it to unlock mastery?

It's kinda like why is it even a option if it doesn't work in the first place.

I used Morg as a example ( YES I'm aware I DO NOT have another token for her, but I own her and a shard) but why can't I use the perm option?

My Idea behind the shard shop is for champs you own for the perm option, rather than the RNG.

What I left out is if you buy said shard from the shop you CANNOT disenchant for BE, since that would be abuse of the system. You cannot buy the champ shard if you DO NOT OWN the champ. This option would be a way to collect the PERM shard.

OR just OR fix the Perm system in General because yet again, wth is PERMANENT? IF Shards of champs you already own do not auto turn into perms to begin with?

Also, there is no way to get the shard's you're looking for besides praying to the RNG gods that the next hextech/Lvl cap you open has what you're looking for.

Why have the perm system if you'ee and IF you're lucky collect said shard and use that?

Just seems the system is a tad defective IMO.
