Let's Reform the Report System

So recently I've been seeing posts about the report system and how it's not really effective.

-I'm calling this a Tribunal but this can be changed-

I understand that the system is Semi-automated and picks up on certain words/ mass reports made to a account.

What I propose is we bring back a tribunal system, but we reform it as well.

Thank you for taking the time to write in, these are some awesome ideas! As far as I know, the Tribunal system while feeling good for players, wasn't always a success. Due to the rewards system tied to it, sometimes players would pass judgment on a player just to get a reward, so if the system were to come back it would have to be with some serious tweaks to make sure everything stays impartial!

This being said, lets remove the reward system, we have a honor system and lvl up boxes, that's enough rewards. With that said, let Tribunal's have a badge/border. Why? I've worked in gaming for years in the report systems and noticed that if players are around Community Mods and GMs while in gaming ( These boards are exc from this sadly Lol) tend to keep their attitude in check because " Oh crap if I'm toxic with this CM here I can really get banned."

Now before anyone jumps in and says " But cant they abuse the system by report bating? The old Tribunal anyone could be apart of"

I propose we have a application process, only allow people age 25+

Player accounts COULD NOT ever receive a chat restriction/ temp ban ( If a player has been false flagged must contact a Riot employee to validate claims)

Player whom apply must answer questions which will give incite in to how they handle certain situations -If a player has failed these questions, must wait 3 months to reapply, failure 3 times = Not allowed to reapply for the system. ( This can be adjusted)

If a player with in the system receives reports of toxic behavior, a Riot employee will step in look at the reports and take action, if reports prove true the person will be barred from the system and receive proper punishment.

Tribunal False Flagging Players- Reports keeps logs of who reported, with that said if a Tribunal is making false reports/Player baiting a Rioter will step in, remove the player from the system and reevaluated all reports over seen by this player. This is also in the case if a Tribunal is just hitting the "Ban hammer" just cause, I propose that the first 3 months of being allowed in the system there is a probation period in which if a player Punishment out weighs a pardon, a rioter will step in and over look their report overviews. Probation period can be extended to indefinitely if seemed fit and abuse is automatic expulsion from the system, honor set back to lvl 1 and no season rewards.

Will this replace the current system? I do not think so, but after speaking with a Rioter I think having a player base to help out can help end the abuse and look more into things and give even more in-depth feedback about the system so they can improve it.

One last thing, Players Approved for the Tribunal, when a report is received for looking over, can we get a pop up? Kinda like our mission tabs but just for reports, rather than having the log into the boards like the old system.

Riot doesnt care to reform the system. When more people get banned they make more money. They recognize that people become addicted to their game and eventually make a new account and spend more money. They dont want a working or just system.

Ummm... the system already filters out false reports and mass reports does nothing more than a single report.

Another player had a similar suggestion for creating Player Moderators, or Community Mods, if we use your terminology.

I did some math looking at the possibilities. It's here, if you'd like to take a look.

Long story short, it looks to me like it'd take about $20 from Riot every time they choose to review an action taken by these mods. That would either be a massive expense to oversee the program, or there'd be a massive abuse of power that would cost Riot even more to correct after the fact.
