Veigar range change, how much of a buff was it?

The answer to this question is, maybe. It only acts as a buff if the enemy is walking towards Veigar, or if they are not moving. If the enemy is running away, the change to skill shot means you actually have to get closer than before to land Veigar's q, as the distance the enemy can move while moving combined with the cast time and travel time of the ability mean that you cannot hit someone even at his old 650 q range. When you are dealing with someone who is either moving towards you or not moving, odds are they are either farming in lane or engaging on you; in one case, they have minions between you and them, and since the skill shot only passes through the first target hit, and stops at the second, they can block it just by standing behind at least two minions requiring you to get very close or very out of position to actually be able to hit them, thus in this case, it is an effective range nerf. In the other case where they are engaging on you, if you are running away, it is a range buff effectively, more so than just the 200 extra range accounts for since they are also moving towards you. If you are not running from them, then you are dumb, because you will never land your w, with the 1.25 second delay,, or your stun with its .75 second delay, and unless you are fed beyond belief or they are several levels under you, your ult plus your q will not kill a full health target.

What about the increase to stun range? Well, since they added a delay to it, the only time you would want to cast it at max range is if you are chasing someone, and even with a 320 speed champion with no boots, you need to place it at least 240 units farther ahead of them than you would have before the change, but they only added 50 to the range, so in actual use, this was a range nerf of 190 units minimum, or more if they are a faster champion or have boots.

So, final analysis, very situational range buff on q, but acts more like a nerf at all other points, and for all intents and purposes, the range of e was nerfed in basically all situations.

Can anyone give me a plausible situation that I haven't thought of where his range changes actually act as range buffs aside from just long distance farming with his q?
