Quality of Life for Tristana

Obviously at the moment Trist isn't the strongest adc, but with the slight buff to fervor she could come back into meta. However, the fervor buff alone can't make her meta instantly. My suggestion is to give her a little push towards this by lowering the base damage on her E but adding a slight AD ratio to it.
