I can flash/blink dodge fizz q, why not hecarim E? Feels bad when I get CC'd and damaged while heca is half a lane away or even behind a wall cuz I jumped over.

It's an auto-attack modifier, and you can't escape auto attacks once they've started (there are rare exceptions like Kalistia)
Part of the problem with this particular one is how annoying it is - the speed increase, the attack increase, the small dash, and the knockback all make timing it difficult.
I've wondered that myself too but never thought deep enough as to if riot meant for it to be that way. Never bothered me enough.
You also used to be able to Flash darius r and renekton w and completely negate both abilities and you can still interrupt shyvana's ultimate ability. Kinda sucks when one of your abilities,especially your ult becomes completely negated due to a flash. That's why a lot of abilities like j4 ult or malphite ult are no longer cc'able
Hec gets increased range with his E, so you may be mistiming it.
mantheon stun also works like that.
