If you want to see high level gameplay of GP go on youtube and search "GP Challenger replays" and watch stuff like this to understand how to play him https://www.youtube.com/watch?v=O7AiqBHVODA You can get builds and runes from https://www.probuilds.net/
Gangplank is like the Ezreal of bruisers. I don't say this just because they're the face of Klepto, but because of how little they can depend on their autoattacks. Just like an even Ezreal will never beat another ADC by using autos alone, an even Gangplank will never beat another bruiser with autos alone. What this means is that they must avoid head-on confrontations if they want to have success. Ezreal players often do this by staying 100 Teemos back and using Q about as often or more often than their actual autoattack, which is where the meme that they don't know how to autoattack comes from. His blink then serves as a fail-safe to get out of head-on confrontations.
Since Gangplank doesn't have the luxury of Ezreal's range, he opts into keeping enemies away rather than simply staying away. You say the barrels are predictable, but you're supposed to use that predictability to your advantage as well. You set a barrel right at your feet and create a zone that you know your enemy won't enter. If they decide to come too close or the barrel is timing out, shoot it. That's how you safely farm, then, once you have the mana to do so, you pressure your enemy with Q's to deter them from all-inning you. The movement speed he gets from breaking barrels and his cleanse are his fail-safes to escape if he ever ends up in a head-on confrontation.
Runes depend, but running Grasp or Klepto is generally the best choice. For secondary runes, pretty much anything is fine though there are some interesting picks like celerity to deal with champions that Gangplank wants to keep away the most.
