Yes but they don't rig it against everyone, just you. Because RIOT likes to watch you fail.

Its not people way under you, its people stronger than your mmr. It just means your team wasn't at their level, was all.

Everyone knows it... when you win too much you get a penalty... something happens intentionally to create a loss... don't tell me nothing happens become something IS happening.
