Are you allowed to report someone who is voting no in a surrender vote to purposely troll? If so what would it go under?

you need at least 2 no votes to negate a surrender.
Many people inappropriately initiate surrender votes in this community.
If they're trolling with nothing other than that they wont surrender, that is not grounds for report.
