if riot woul lock new champion releases and reworks out of ranked games for two weeks, those impatient people would just turn to blind picks or normal draft to play the new champion instead. they would gain practise and experience, and when they finally join ranked games with them they might not feed the shit out of their asses because they havent even read his tooltips and have no idea of what theyre doing.
it doesnt really matter if people troll in champ select when they get banned out of a new champion, or if they are allowed to join the game with it and have a 90% chance to play like shit on their first couple of games.
in either case no one wins in this scenario.
