Simple. Maybe lvl 10 Make after 5 actually hard. Getting S's can be difficult but I feel after you get those it should simply be back to points. A lot of points. Enough that it actually means you have mastery over someone. Maybe lvl ten could be something insane like 10 S+ tokens.
This would add more motivation to play one champ and stop people from quickly getting mastery without having mastery.

Whenever I see the "highest" mastery for x champion they're literally all in Diamond. Except for the meta champs ofc.

The majority of super high mastery people for any given champ tend to be diamondish (which is a side effect of how you can one trick litterally anything and get diamond), but the absolute best tends to be people who are...interesting people.
The most perhaps most famous example being this guy: http://tr.op.gg/summoner/userName=mihabe who has almost 7 million mastery points on ashe.
edit: https://www.masterypoints.com/highscores/champion is interesting to look at too. Theres only 3 people in the top 20 mastery points (according to that site) with diamond+ rank surprisingly enough.
