Viktor PBE Changes - Build Diversity
I am a little worried about the PBE changes to Viktor, not from the standpoint of balance (I do think he could use a small nerf, and that nerfing his early game is a good way to go), but from the standpoint of build diversity. One of the things I've really really loved about Viktor post 5.13 is how many different builds are workable on him. Assuming you start double augment (or augment item augment), it's perfectly viable for your first non-hextech item to be Morellos/Athene's, Ludens, Rylais, Lich Bane, Rabadons, or Abyssal. Mixing any and all of those items around later in your build path as context dictates is also not only possible but happens pretty regularly. He may have the most diverse item builds in the game at the moment. However, by significantly nerfing his first two augments and transferring all of that power to his third, I fear that pure damage Viktor will become the "best" build instead of one of the many viable builds. I see three scenarios:
Scenario 1: Double Augment/Augment-Item-Augment is still the best start
Because the first two augments are so much weaker, every build that doesn't incorporate the third augment in early will be substantially worse. However, if you do get the third augment early, you've been forced to invest very heavily into pure AP. At this point, what makes the most sense is to amplify that AP with Rabadons and then with Void Staff. Early Rabadons is already one of the more popular Viktor builds, and I think this change would push it over the edge into becoming "the" Viktor build.
Scenario 2: Augments are no longer viable early game buys on Viktor
Without the mana from his augments, Viktor probably has to go a mana item first. His early build becomes the same as every other mage in the game, and he loses the uniqueness of playing with the augments for the early/middle part of every game. Having gone mana/CDR in your first item, perhaps you can go utility on your second buy (Ludens, Rylais, Lich Bane, Abyssal), but that pushes either Rabadons or Void all the way to your 5th item (assuming the augments are worth getting before your 5th slot. If they aren't, then Viktor loses a lot of his uniqueness for the entirety of the game), which is a tough proposition for any mage, let alone one who's passive already pushes him in the damage direction. Even if going utility on your second item still is viable, you've lost build diversity early (first item has to be mana) and late (before, you could always pencil into your full build Rabadons+Void, leaving two slots open, whereas now you can pencil in Mana+Rabadons+Void, leaving only one slot open).
Scenario 3: Both starts are equally bad
Firstly, this would be an extremely difficult balance to find, and I think it's safe to assume that players will eventually "solve" which start is better. Even if that isn't the case, however, whichever way you go the problems of that scenario still exist.
Moreover, I think there are much less risky ways to accomplish the same power shifts. Nerfing his E damage at early levels would lessen his lane oppressiveness/pushing power, and you could keep the proposed changes to the third augment if the slight AP boost at 18 was considered important. I don't have any particular investment in this solution though, what I really want is just a change that doesn't destroy Viktor's current build diversity.
