Does anybody else experience this?

In ranked I always feel like I'll go on a huge winning streak, like recently I went from 0 LP s3 all the way into my s2 promos, but then all of a sudden I'll instantly go on a huge losing streak and demote back to s3. But almost every one of the games we lose, there is some toxic guy who goes 0-20 by 15 mins and tilts everyone, while everyone else is doing well. It might just be me, but it definitely always feels like this when I climb.
