Do Riot Members even try PBE to balance the final update?

I honestly can't see anyone playing Poppy and somehow coming up with the idea that this champion needs nerfs.

+50 range on E and +5 movement speed (that they took) and the passive travels faster and has more range, so we can pick it up while we get melted by Camille, gamechanging buff btw.

Are you really trying to tell people that this equals a 10 percent decrease on her W at max rank, -5 % resistance bonus, -10% resistance bonus below 40% health, and for some reason while we were high, we removed 10 damage from her R because we thought 210-310-410 was too strong so we changed it to 200-300-400.
