Take off the armor portion of the boots if you're gonna give it such a game change passive. You're essentially giving one item the ability to neutralize the adc at 10 min in.

if someone is neutralizing the adc at 10 minutes in you should laugh at them and keep playing.
Seriously, what is an adc really supposed to be doing at 10 minutes. It should be possible to neutralize them at 10 minutes lol

good. no need for any more drain tanks adc like Cait and Jinx maybe kog too. since unless you 100-0 them they gonna flash and get their health bar back in 4 hits aka 2 secs
It's 10 minutes bruh, ADC's shouldn't be dominating so early in the game, looks someone's being spoiled by bad players.
