Q is an ability, the first time he uses it. After he's got the catching game going, it's just modified autos, he's not longer activating the ability. So Klepto works poorly on him. Klepto works best on caster ADC like Ezreal, Miss Fortune, and Jhin, not auto attack ones like Jinx, Vayne, or Draven.

marksmen that you want to use it on are typically the ones with cooldown reduction as their main focus. kogmaw comes to mind.

Kogmaw is an auto attack champion. The kind you want are champions who use abilities to deal most of their damage, instead of focusing on attack speed and autos. Kog'Maw focuses on using major attack speed.

I don't think kog'maw would want that, to me Klepto is really only useful for the lane phase so you'd really want to have it on champions with low CD abilities. ADCs like Ezreal MissFortune Vayne though obviously MF/Vayne might be better off using other ones. Though I could see you using it on Caitlyn as her traps should work with it as well.

i mean vayne tumble and klepto should have a nice interaction but I don't see why you wouldn't go press the attack on her

Draven's W Cooldown resets when you catch an axe, so it should work well with his W as long as you can keep catching axes
