delete rift herald and make baron spawn at 15 again

rift herald does nothing for the losing team, infact its trolling if the losing team took rift herald just like its trolling when 1 person votes no pre 20 when the score is 2-19. it wouldnt be trolling if the losing team tried/secured baron cause you can defend the base with buffed minions and even make a push and if the enemy tried baron pre 20 it could get stolen.
