Buff Kassadin
He takes until level 16 to fully come online. His early and mid games need buffs badly.
Don't buff his items or anything indirect, straight up buff his q damage and lower its cooldown so he can trade before level 6.

I mean, you could also make a case for buffing Akali the same way...
Pretty sure Kass is a late game god... so hes not aloud to have a good early game. His mid game maybe a bit weak, but i think its very dependent on your itemization because Kass is a very strong champion. His passive in fact maybe a bit too good and might need some adjusting... just a flat Magic damage reduction (and free unit collision most champions pay 2600 gold for that haha) seems a bit silly especially early on in lane VS AP targets. Kass has some huge weaknesses though so he is very exploitable. for instance just pick talon or Zed and you can run over a Kass early on. He also has zero wave clear so if you can smash a bot lane and rotate you bot lane to the middle Kass is fucked. His early game should be weak because hes the only champion in the game with a Flash on a 6/4/2 second CD... if you think this champion is overall to weak i feel like you maybe mistaken because Kass is a very powerful pick who comes online after 1-2 items
Riot Games shouldn't buff his early game but his Mid-Game. His Mid-Game Impact is pretty weak and when Late Game arrives, which is suppose to be the moment he will shine, enemy team is together so if you enter to kill the adc you will die because you are weak and your combo is not fast. The fastest combo you can do is R+Q+W and It won't finish the adc if he has the support with him/her which represents 80% of the times. I agree with your post but because It is not a champ like Yasuo that gets instantly buff or changes when he has a problem, I doubt that Riot will look at him. In fact, He has been having trouble since long time ago, nobody plays him in Rankeds, and if you do people tell you: ''You are Trolling for playing this in RNKD, Report Kass.'' Even APDO (DOPA) said that if you play Kassadin in Ranked you are a troll because He is pretty weak right know. By what APDO said: ''He is Weak, has not utility, and even his damage is way lower than Zed's/Talon's'' when he is supposed to be an Assasin. One that can't even kill the adc until late game, but sadly at that moment he is in a Fortress. He is useless, but Riot is only aware of the usual champs... Kai'sa, Irelia, Ryze (even if tey are not capable of balancing him), Yasuo, etc.
Supposing that they were going to buff him, the only things they have to look is his mid-game Impact and his E ability. He E has no CD but requires charges to use. In my opinion this is something unique but because It makes Kassadin's E in early game invisible. They either should remove this and give his E a CD similar to his Q (10s CD) or lower the charges needed to use his E from 6 / 6 / 5 / 4 / 3, so his early game feels still really weak but he has a little more impact mid-game. They should not increase his damage in any of his abilities. Just work on his E and maybe do something like work on his Q passive that says gives a magic shield (60 / 85 / 110 / 135 / 160) 30% AP dor 1.5s and add: gives also a AD shield (30/40/50/60/70) 30% AP for 1.5s.
He counters ap champs. Also his w can proc static ludens and lich bane
