You can lose plat+ by not playing but how are you going to lose mmr when you don't play the game? Because if you're not playing you're not winning or losing so that makes zero sense.
That draven has a 50% winrate out of 400 games i bet if he didnt let his account decay you wouldn't even bat an eye or if you do you complain about him being hardstuck in plat 2 elo.
