They unfurl around 3~5 minutes into the game. Do they mean something, or are they just decoration?

I dont know who the fuck thought it was a good idea to have them pop up after the game has started, That guy needs to get slapped
To scare the ever loving shit out of you bot lane when you're trying to get level 3.
Seriously, cool in idea and I like them but I wish that they unfurled before I got there instead of around the time a jungler might gank. It'll make you jump.
Just decorations, like the duck or the bugs that scurry around.
