Ranked Blind Pick matches

Why has this not been created since the dawn of league of Legends?

I for one get tired of fighting counters 24/7 just like the rest of people and would find this to be more challenging experiance as you dont know what the outcome will be of opponents am i right?

Im just really confused as to why they havent thought of this or what not unless they are planning to do something like that sometime.
