It's Mecha Zero Sion. That effect you're seeing is from Jhin's reveal a while ago, Jhin assassinated Garen, Sona, and Zed in it. They never got around to fixing it.
By your resoning Sona, Vi and Zed will all get this skin.
You know this has nothing to do with a skin for them, it's just lore.
Yeah garen is a lame champ i wouldn't bother making anymore skins for him
