it's not necessarily about balance, its about health. It's just bad design. They've removed other similar abilities.

Garen is only weak if you play with the standard season 3 build. Black Cleaver is not enough damage, and building it with full tank after just turns you into a damage sponge that is dead weight on your team. If you want to actually have a meaningful impact with him you're shooting yourself in the foot by not building real damage. I'd check your match history and give you some build advice, but there is no way that is your main account.

But do you know why he does it? People who copy builds don't often understand why they are good, they only know that they are good.

That damage sponge build is by far the safest way to play Garen. It doesn't feel impactful compared to higher damage builds, but at that level of play the risk doesn't match the reward for anything but a safe build like BC into tank.

I don't know about you, but I don't play at a high diamond+ rank, so I don't need to optimize every piece of my play to make a champion like Garen work against equally skilled opponents. There are a number of mid/low diamond Garen mains who recommend building significantly more damage, and just about anything can work if you put the effort in for the below diamond ranks.

When it comes to effective Garen builds that build has one of the lower win rates. It is not picked because it is strong, it is picked because at very high level play it has a great deal of reliability.

It is a weak build, but weak does not mean it is ineffective.
