Garen is only weak if you play with the standard season 3 build. Black Cleaver is not enough damage, and building it with full tank after just turns you into a damage sponge that is dead weight on your team. If you want to actually have a meaningful impact with him you're shooting yourself in the foot by not building real damage. I'd check your match history and give you some build advice, but there is no way that is your main account.
