Why don't we do what Blizzard does?
Release a champion, weak but playable, and just buff them slowly till they are comparable to the rest.

They want players to test them. A strong champion encourages a larger sample size so they can properly evaluate the champion's kinks. PBE isn't simply enough.
First impressions. They release champions with the intention of diversifying the meta. They want you to use them. Most new champs have some unique niche. Make it weak, then buff could discourage players from touching them all together. (Bard)
$$$. They're a company. They need money to give us a free game. Stronger champ encourages more skin sale and RP sales for those that "must have" right away and can't wait for the 6300 (or 7800 for some) IP.
but then nobody would buy the overpriced new overpowered champion which would fuck over the current meta to make the gameplay more ''fun''.

idk why champions even cost ip tbh
because it's a free game
So is Dota 2.
B/c you don't have to spend real $$$ on OW's new champs.

Because this is League of Legends, not Heroes of the Storm or Defense of the Ancients 2. The formula that works for one game, doesn't necessarily always work for another.
The reason new champions are normally known to be 'OP' on release is because nobody knows how to play them effectively, what build works and why, which lane to go in with (i.e. if they figure out if they can Jungle and or go in a different lane than what Riot says).
Also the fact that you're spending a lot of IP (or RP?) for something that is brand new and should be pretty powerful for what it's worth, they want to make that purchase mean something to the player. The majority of players might not have enough IP to spend, so spending 7300 IP on something has to be good... Right?
I think Taliyah is a good example for why your request doesn't work. Well in my opinion, Riot has no clue how to buff a champion without messing something up. This is pretty much apparent after seeing the Marksmen & Juggernaut updates. Personally Taliyah was handled terribly. She's exactly what happens when you release a 'weak but playable' champion. Everyone says she needs a buff, so they hotfix her with buffs moments later, increase health and give her a new effects slowly over time reducing things here and there, then finally they start slowly nerfing her... The last update she got was on 6.24 and that was a Hotfix.
To me, that isn't a good patch history. Especially since her pick rate is around 1.92% (on OP.gg).
If a champion is good from the start, there is at least a chance they will still be played again later on if heavily nerfed.

This is how I see it at least. Please don't get me wrong, I'm totally for the idea of a champion being moderately weak but still playable, I just don't want another champion that falls off the face of the Earth because nobody liked the champion on release so they get a shit ton of buffs and Riot doesn't realize they over-buff them... Which can cause more problems. This is a completely different game, remember.
Unlike HotS, you have to take in consideration of why something needs to be looked at:
What level/rank are they?
What items were they using?
What lane were they in?
What Runes and Masteries did they use?
Were they just fed?
I do remember watching a short video on how they handle buffs and nerfs and this was vaguely something like this list.
