Um. Not really. They obvious learned after level 30 but level 30 encompasses everyone not level 29 or less, and basically puts you against your MMR level. If you win a lot, you get more MMR, pit against harder people, etc. But to have more levels would just be useless and I think people would use it to, as KK Cruisin said, say, "I AM LEVEL 9001 MASTER CHALLENGER SMURF GIVE ME ALL LANES OR I FEED"

levels past 30 is a 1% discount on runes up till level 80. After level 80 until level 105 its a 1% discount on rune pages. Every 10 levels past thirty up until fifty is a free mystery skin. Every 20 levels past level fifty is a free mystery skin. level after 30 is a 0.1% discount on IP based champion costs.

Every 100 levels you get a "centennial skin" (Which would be whatever riot wants - the centennial part would just denote its special; it could be as simple as a mystery skin thats got centennial at the front of it)

We all complain about the stupid costs of runes (I myself, to make an AD+gold+MR runepage have spent 9800 or so IP) and rune pages; making a system that uses your level to keep track of "discounts" would be incredibly helpful and allow people a lot more freedom.
