Is the wolf part of her jungle no longer random? I know it is targets from enemy jungle. But I had a really bad game and they always were scuttle targets.
I got 0 stacks the whole game. If at 0 does it always target a scuttle?

Yep at level 0 the passive alwasys targets one of the two scuttle crabs. You can find how the passive works below:
0 MARK: Rift Scuttler 1 – 3 MARKS: Rift Scuttler , Crimson Raptor , or Gromp 4 – 7 MARKS: Greater Murk Wolf , Ancient Krug , Blue Sentinel , or Red Brambleback 8 + MARKS: Rift Herald, Baron Nashor, Dragon , or Elder Dragon
