SHIFT and CTRL Keys

I desperately need the ability to bind shift as a separate key to one of my abilities. My natural hand position is SHIFT, A, W, D, for abilities, but I cannot bind shift as a separate ability. The closest I can get is CAPS, but that's noticeably more awkward, and I hate constantly changing my caps in-game. CTRL is the same as shift. Why is this how it works?
