Change flash from a summoner spell to an item set

Hear me out. I have always hated the fact that flash is used by 99% of players in every game. And I would really like to see more items with activatable abilities. What if we remove flash as a summoner spell and add some items that give you the blink ability. (much like the blink dagger in Dota 2). This would free up that second summoner spell slot for more unique kit combinations.

Edit: Thank you Vonler and DisasterSola for the idea to integrate flash into boots. As DisasterSola mentioned it could also be done for tp and ghost.

There would be a simple 1000g (or there about) item that gives you the flash ability (with the same cooldown that it already had). It would also give you other stats that could be determined at a later date. From there you could upgrade it into four different items, each enhancing your flash somehow.

1. One of the items would give you a lower cooldown on your flash. This item would be useful on champs like Annie who want to have there flash up asap.

2. The second would give you a longer ranged flash. Something like 1.5 the distance that flash goes currently.

3. The third item would give you the ability to flash twice in a row, acting much like Ahri's ultimate. It would give the player roughly 6 seconds (could be changed) from the first flash activation, to activate the second flash before the item goes on cooldown.

4. The fourth item would slow all enemies around the player after they flash. This would be a powerful engage tool for melee champions.

It goes without saying that you could only use one item at a time. In the event that someone purchases two or more of these items, all of them would go on cooldown when a single one of them was activated. Further more the cooldown for all items would be that of the activated item and the player would only gain the flash bonuses from the item that they activated. (I know that's a lot but I had to cover my bases. I don't want this getting abused).

The reason I would like to see this change is that not only would it free up the summoner spell slot but it would also give players a way to customize their flash mid game to fit the team comp.

Lose all the summoner spells all together. Put all of those abilities as actives on items. You already have 4 skills and a passive, why do you need any more free skills? You want blink/flash, buy it and waste a slot and a substantial cost. Stop treating LoL players like babies that can't make good decisions with items/builds. You want mobility? You need to farm it, and ur team can choose to protect you while you find the farm to get it. Show up to fight, you have mobility, but ur counter part on that team chose to build dmg. See who wins.

What if boots had another tier between the first and second tier boots that gave flash as an active?

item 1001 -> item 1001 with flash active -> item 3009(choose upgrade) -> item 3284 (choose enhancement)

I remember Riot saying that they have been thinking whether they should just give flash as a base spell for everyone (like recall) or leave it as a summoner spell.

Why not make flash an enchantment for boots? Do the same thing with teleport and ghost. Sell them for 1200g so that its balanced, and make it 400g to switch enchantments.

Because the best way to balance out summoner spells is to put the most versatile one on items that everyone will buy so long as the item isn't worse than Ionic Spark was.

I personally don't use Flash unless it specifically benefits my champion. Instead, I take Exhaust almost every game, because it tends to shut down high-damage targets and make duels easier. But that's my personal preference.
