Thunderlord decree has in-correct scaling

The mastery says 20% BONUS AD and 10% of your AP.

Well its actually 10% BONUS AD and 20% of your AP. <-- I have to admit though if this was the real scaling then this mastery would be OP on any burst AP champ.

I just feel like Riot just rushed these masteries without ANY internal testing. Thats alot of free burst there. Other than that it would be nice if we can get an stack/CD indicator for it.

Inb4 Riot internal data shows AP assassin/burst mages are OP if they took this mastery.

There's a CD indicator. Check your buff bar, on the right side you'll see a debuff when it's on CD.

I have to agree, tried it with Kata and it was so damn good, but for some reason now it won't work... It never procs, do you know why or? item 3070
