Thunderlord's Decree still does not work when multiple teammates use it

As the title says, the hotfix that was suppose to fix it did not fix it for real.

Was just in a game as Sona support with Thunderlord's decree, when my Mid TF and jungle Quinn had it too and mine did not proc at all in the entire game.

You guys may need to look into the code more further so you can fix it for real, its really lame that your keystone mastery bugs out because you guys added too much power into them.
