Making honor system more sensitive

this is just an idea but, could the honor system be a tiny bit more sensitive to how people play, as so many people have played prob 100+ games with getting at least 1 honor a game and still no one really moves up or down in the honor system so it is like it isn't even there as such. (considering you have to be honor lvl 3 to get the flair next game) This way it will truly affect the players current honor not just a long spree of good games. Also, maybe there could be two "reports" as such, one regarding honor and one regarding greifing or scripting. or just having that mechanic in the one report in the post game screen.
