Lvl 29 not able to buy xp boosts

So im lvl 29 atm and im trying to buy an ip boost for 1 day to help shorten down my 13-ish games that i have to play to like 5-6 but it isn't letting me purchase it? i have enough rp for it yet it shows "already at max level"
