well i mean, that e ulti combo was extremely unfair and unhealthy. Could they have gone for a better way of handling it? Yes

Anivia was already a difficult champ to play. Granted the E R combo was stupid easy, but that could've been changed in many ways besides this. With both an increased missile speed on E and the stupid cast size of her ult, that short ranged E R combo just feels impractical.

Changes to her ult make it impossible to do damage at a safe range. I don't see any niche for her anymore, and it's frankly not fun to play. The baffling thing about this is that I don't think anyone was complaining that Anivia's ult was oppressive. Sure, she can kind of turtle games by just clearing at the base chokes- but this doesn't even fix that! The only thing the new ult is good for is static clearing. I don't want to get super dramatic, but this rework is very discouraging and makes me feel like I've wasted my time playing this champ.
These changes are a nerf in 95% of cases, the exclusions being the ones where the enemy team forms a perfect little clump inside your ult for a full 3 seconds- in which case its actually pretty good. Her waveclear is awful unless you're boss at predicting minion movement, AND you have the mana to sustain the ult long enough for them to reach there. Disengaging and peeling has become extremely difficult and limited to single targets in most cases. Anivia's overall presence in teamfights has never felt less meaningful, at any point, in any meta (hey there swifties). Riot's main idea for reworking champion is to give them both a clear identity, and more importantly, a reason to pick them above other champions of similar roles. Given her new skill floor, the disproportionate skewing of her risk/reward balance, and inconsistency of her teamfight presence, we have to ask ourselves this question: Why WOULD we pick Anivia over any other control mage? Riot's answer is slightly better CC that doesn't even come into effect until after Anivia is level 16+.

I originally thought she was ok, but the more I play her, the more I realize that they really did gimp her ultimate. Yes, it is still a decent zoning tool, but 3 seconds to charge is too damn long. Everyone is gone and done by the time I get the use out of my bonus damage.

It is the right direction. But it isn't there so she is just kinda left in limbo.
Her ult being an activator for her e and nothing else is a really lame ultimate regardless of how strong she is.
I think they should have gotten rid of the toggle altogether though. Just make it a slowly expanding zone that puts a small slow (like 10%) and a small amount of damage without much scaling but not tied to her mana. Even make it so she can put up more than one with rank 2 ulti and some cdr allowing her to turn part of the map basically into a blizzard (but make it so the damage doesn't stack).
She could use it with her wall to block off multiple choke points forcing the enemy to go through her ulti and fight at a small disadvantage with the slow and constant damage.
Only disadvantage is without decent damage scaling on her ult it would possibly force her into the support role. So maybe the slow could have some ap scaling too.
If they did that they would have to change her e though because she would have no reliable activator and it's the part of her kit that people don't like to fight anyway.
First off it's an overall buff, I have no idea how it's a nerf in any way.

Q- compensation nerfed but the damage wasn't the main part of the move anyways
W- same
E- now easier to cast but I do wish they didn't increase projectile speed.
R- now easier to do her E->R combo due to range increase and if she really wants to sustain damage in a fight it's even better
This is in no way an anivia nerf unless you just never understood anivia in the first place.
She's always been a medium skill floor and high skill ceiling champion just with the little bits of knowledge you should possess as an anivia player
If she really needs buffing they can increase the e and r range by 50 but otherwise it's a buff.
