For what reason exactly isn't Riot buffing Poacher's Knife in some way?

I think it's very safe to say that after 17 patches, the least touched on jungle item has been pretty damn weak. And although as a jungler I've loved Riot's strides to provide more diversity in a role that has always been dominated by a certain role in every meta besides today's I think the "counter-jungle smite" shouldn't be ignored, especially now that the enchantment it goes hand in hand with ( ) has become very strong I think the two of them should become more viable together. If a rioter who works on gameplay balancing and the like could inform me on why Poacher's Knife doesn't seem to be getting buffs or changes anytime soon I would greatly appreciate it.
