When did Ravenous Hydra's lifesteal get nerfed?

Passive now grants: 50% of total lifesteal applies to damage dealt by this item.

So when your only damaging one target the lifesteal is actually 6%. weak.

It never got nerfed. When the tooltip was added, Meddler stated that it's always been this way, just never specified

But its AoE.

Its supposed to be purchased for the AoE aspect, not solely as a stat-stick.

I'd say its fair. If you think its not, you're buying it for the wrong reason.
