she's pretty good really, dunno why people hate on her. my go to pick when i ADC. she's not a great 1v1 champion so just farm out and wait for teamfights and you'll really shine.
she really excels in teamcomps that are low on ranged waveclear. excellent pick if you have an assassin mid for example, especially considering you can use her ult to force a fight after your assassin picks somebody off.
I'll be perfectly honest, I think in terms of raw power, Sivir is perfectly fine. Her real problem is that the niche where Sivir excels in is almost gone in the current metagame.
