surrender vote= invaild bans

remake vote is by far the most broken thing I have ever seen. The time to start a surrender vote should be much later 5 or some mins not this 3 min mark crap. the game can be ended way to soon for what is meant to do. I understand it is to stop people from dealing with a 4v5 40 min game but it punishes people for things they have no control over. if you are disconnected in champselect you have no way of knowing till you receive the you have been disconnected pop up and that usually takes like 5 mins to show up. I purpose that riot change the afk end vote to start later so you can give players a chance when you disconnect them from the server to get back in or you use a system to identify when someone was disconnected and someone who isn't play (leaves computer and other such things). It is ridiculous that I can be punished for something out of my control. Before the comments role in about how it is unfair to the 4 allies or 9 players in the game I say this if I can be punished for something out of my control that does put my teammates at a disadvantage why isn't bad play also a punishable offence? a player that first picks a champ or plays a champ they have a bad winrate with( in this context a ranked game) why is it ok to do that? you can put your team in the same disadvantage but yet only one case is punishable. I have had many games where an afk comes back and we win but most times they come back at around the 5 min mark not the 3 min mark that riot pushes for surrender vote. I want this game to be fun but punishing people who are disconnected or have slower computers is ridiculous and shouldn't be tolerated.
