Anti Troll Picks in Ranked

 This has been an ongoing problem and I feel its due time Riot focuses their attention on it. 

During champion select there are these tabs at the top that are able to be set to focus champions, these options are even named after the roles they are to be played in YET Riot has not locked these champions to their roles, Why? Is there a reason this shouldn't exist at least in ranked game play? Too often I find myself stuck on a team that has that one person that wants to ruin others games that attempt to progress, Is there a penalty for them choosing off meta and then feeding? NOPE, I still run across these people most likely on other accounts. Is there a penalty for someone who wants to dodge to avoid these toxic aneurysm inducing games, there sure is! This is wrong and really should be addressed.

 One option would be a vote kick option that would be a council similar to how banning phase works, right click the character proposed removed from group and a majority vote would be enough to remove them from group and penalize them with a timer to requeue. 

Being in a promotion series and dodging because one of these players is in your group **SHOULDN'T ** cause a loss to be strike against possible progression in the series in addition to being timed out. Why this is this way is beyond me and extremely frustrating.
