Ruby Sightstone Update

I don't know if Riot has planned to do anything with this item but I have an idea to make it viable to buy again. Would it be balanced if whoever bought Ruby Sightstone would be able to place 4 sight wards instead of 3? There is almost no incentive to buy Ruby Sightstone with the limit of 3 sight wards. The only time I'd get this item is probably once I've got a full item build and have money left over to buy it, sometimes not even that.
