Towers scale with level

Seen too much of towers just melting while doing no damage to enemies. at level 1 a tower can 2-3 hit a tank, at 18 the tank can start dancing under your turret, kill you and then leave. Also the same towers can be taken in just a few hits later game. they shouldnt scale as well as champions do, but they should account for champion scaling.
