There are a ton of "save you when you fuck up" summoner spells:

Even
and
can be used to save your life, TP to get you out of a situation quickly and Smite to slow the enemy/speed yourself, reduce the damage they do to you, or heal off jungle camps. Summoner spells are on huge cooldowns (Smite aside) because they're designed to be panic buttons.

in duo lanes but frankly that really should be the case - Heal helps two allies, Barrier helps one. Barrier being better on ADCs would be ridiculous. On the other hand,
is at least equally popular in the mid lane as
is. So that seems fine to me.
isn't overshadowed at all, it's not often taken in blind pick and sometimes even in draft because people are poor at adjusting to specific team comps, but it's very strong against specific champions/team comps and will save your life where
would not.
Regarding the things Heal does being annoying, every summoner does annoying things. Nobody likes dying because the enemy had Ignite and you didn't, nobody likes being one hit away from killing someone only for them to Flash away, and assassins very much hate diving onto the enemy ADC only to miss the kill and die to boot because the support Exhausted them.
tl;dr Summoner spells are designed to be high cooldown clutch abilities that either save lives or ensure deaths - they're always going to be annoying when used correctly.
