Talon losing his silence really hurt him

His E might as well be useless beside the fact that it puts you next to your opponent. But for some champions, that's a really bad idea. People like anivia, kat, or even lissandra will pusnih a talon every single time he does that. it doesnt' leave much for counterplay

Assassins arent supposed to have good utility, just mobility and burst.

It was fine being a mana based, squishy melee when your opponents couldnt retaliate. Who cared if their numbers were better than yours early game you had one whole second to do whatever you wanted. Now. I just have this button whose name may as well be lose the trade button because my combo triggers aggro from creeps while their spells dont.

Honestly if you play Talon right his E is almost better, the massive damage boost once you hit something with your E sky rockets his damage potential far above what he used to be able to output. Sure, your opponents can actually do something against you now and you don't get a bunch of free harass without any repercussions for it, but again welcome to balance and counterplay.

But yeah, his burst is actually better now if you can play him right, you just have to actually think before jumping in for a change.

You may have to enlighten me. I realize that he gets 10% bonus damage if they are slowed, but since the duration on his E is only 0.25 seconds I really don't see this actually working. You'd get one AA at best. So I don't see it helping his burst much. And if I recall, it had the damage amp before the silence change.

The key subject is "Burst". Why do you need more then one AA in a burst?

Yeah Light2401 said it, BURST, if you play Talon right you should be able to get the bonus damage off on which ever ability you want no problem, Q, W, or R. Again you just have to be good at Talon.

EDIT: Also want to clarify that the damage amplification is a new addition and is not his passive bonus % from the .25 second slow. He gets a 3/6/9/12/15% damage boost for 3 seconds after hitting someone with his E that also stacks with his passive. THAT is what you have to utilize and what was not present before.
