I remember some years ago back then in season 1,he was a really good champ. But now... The fling damage is pretty small. The condition for root is really difficult to complete. No tenacity in his ult anymore. He's very item dependent too.
Against vayne he'll get kited to death.
He is getting some small buffs next patch. Not sure if it will bring him back into the meta however.
To go further, he is getting MR per level and his fling root thing is becoming longer.

he's been sitting just above 50% win rate in ranked plat+ and I've mained him for the past 3 seasons got to d3 last season with him and now I'm sitting at d4 with 90% of my ranked games playing 
. He has a very unique kit that takes some time to get used to. If you pick him up and don't know what you're doing, you'll get wrecked.
