Perhaps give Quinn's harrier passive more options

I notice that Quinn has a surprisingly under loaded kit. Her W is basically a passive. I suggest using her other abilities on marked targets should grant bonus effects. also as valor her passive is disabled.

Passive: Harrier: new As valor every third (or fifth if three is too frequent) auto-attack grants additional damage. (the same as hitting a marked target)

Q: Blinding assault: new passive: If blinding assault hits a marked target the mark is consumed dealing bonus damage (W passive will not proc) and the duration of the blind increases by 50% (2.25 seconds).

W: no change

E: Vault: New passive: if vaulting off a marked target the mark will not be consumed and the target will be stunned for .5 (or even 1) seconds.

R: Tag Team: New on second cast: upon returning, valor will mark all targets hit as vulnerable.

Let me know what you think. It gives Quinn a lot more needed CC without reworking her into a completely different champion. I've seen a lot of reworks suggesting to remove her passive completely, but i think that would take away what makes Quinn Quinn.
