Doesn't matter if he goes mid or support or whatever, you can always get those two items and get 45% cdr and spam his Q in team fights.

even just stunning one opponent can change the tides of a team fight and his Q starts off a respectable size (larger than anivia's for instance) on a shorter cooldown

20% + 10% + 5% mastery = 35%
if he has CDR runes he could have 43%
but otherwise, if he is going to spam, why not go

Also, Sol's Q CD goes to 5.5 with 45% CDR.
