New Dragon: Lighting or Thunder Dragon

Riots objective as of late has been to make games more intense while also shortening their play time. My thought of a new dragon would be a great solution to this sought after objective Thunder Dragon: Reduces summoner spell cooldowns by 4-8-12%

Although this dragon could come across as overpowered, the ratio's could always be changed around. Going back to my first sentence, riot is trying to make the games shorter. This would be a highly contested dragon if implemented so go through this set of events.

Thunder dragon contested----More fights----More kills----Easier to kill enemies then on and thus, more pressure----hypothetically leading to faster matches. May be a stupid idea, but let me down what y'all think. Peace.

Question, why does Riot insist on faster matches when so many people (including me) enjoy long tough back and forth matches? Do they have a specific reason for wanting short matches?

I'd be fine with this as long as Summoner's Insight was nerfed to 10% CDR on SS (from 15%). I think it needs that nerf regardless, but this would be some compensation for it at least.

If SS and Ionian boots still gave the CDR they did you could theoretically get 37% CDR on Summoner Spells, which is absurd (Flash would be on a 189 sec CD).
