Requesting a Zoe Bug Fix

Currently, a Zoe equipped with Tear of the Goddess (and Archangel's Staff) will trigger Mana Charge on the first cast of Paddle Star but not on the second. Clearly this is a bug and needs to be fixed. How do I know it's a bug? There are numerous pieces of evidence. Zoe's passive More Sparkles! triggers on each cast of Paddle Star. Sheen's (and Lich Bane's) Spellblade trigger on each cast of Paddle Star. Clearly each cast counts as a separate spell cast, but Mana Charge does not treat it that way. But how do we know that Mana Charge is to blame? Perhaps More Sparkles! and Spellblade are behaving improperly. Incorrect, because we see Mana Charge get triggered twice by other abilities that have an optional second cast. Rammus' Powerball ability and Janna's Howling Gale each have an optional second cast, and Mana Charge gets triggered on both casts of each of these abilities. This particularly confusing in the case of Rammus, since the second cast only cancels the ability. For reference, Spellblade will also get triggered on each cast of Howling Gale, demonstrating that Spellblade is working properly. But Mana Charge is meant to trigger on both casts of an ability, and Zoe currently does not receive this with her Paddle Star. In the interest of being fair and balanced, and having a game that performs consistently across the Champion roster, I ask that this bug be addressed so that Zoe can properly trigger Mana Charge as is clearly intended.
