Are we not getting the new fighter items in preseason?

I don't think it was necessary to even delay them in the first place based on the vague reason of "letting the dust settle". Well that won't serve as an excuse during preseason, and a rioter even tweeted that the items would likely return in preseason, so what gives? I've been looking forward to trying Spear of Shojin on Rhaast ever since it was announced, but I fear the item won't appear in the near future if it's not in the next patch.
