His winrate hardly changed and I hear all this talk he is "OP". But from the patch notes i fail to see what exactly.

he went from never being picked to being highly picked/banned over night, while having a 20% pick rate/20% ban rate his win rate did top out close to 54%

Here's what changed:

His passive scales better across the game, I believe.
His W applies a brief shield, in exchange for slightly lower resistance buffs.
His E now scales with attack speed. More attack speed means more spins, and there's no more hard cap on the number of spins.
His ult is now entirely True Damage.

On the right side of the top toolbar, you can change patches. Garen in 9.19: 50.86% WR - 5.2% pickrate. Garen in 9.20: 53.31% WR - 17.3% pickrate His pickrate more than trippled itself, and his winrate jumped 3%, that's a huge power spike.
