I thought as much, but those buffs definitely further pushed him in that department.
Sire Hippington1 voteswell, reciving the level 16 powerspike at around lvl 6 is a huge deal, especially as ryze main problem was his weak early after the rework, his late was damn strong already. It's like if you would doulbe cassios stack gain...she wouldn't gain any more power potential, but she would have acces to her full power way earlier, by passing her kinda weak phase.
