Please rework the Leaverbuster system

I'm so sick and tired of getting wait timeres for disconnecting in NORMAL GAMES... I live in a bad area and i dc often... when i fucking play 5 mans with my freinds and dc for 5 mins and get no reports and still get 5 wait times for 20 FUCKING MINUTES its not fun and dosnt make any sense... most people dont ragequit.. they have bad connection, and im pretty sure we can all agree its retarded to punish people because of their connection. ive never dcd from a ranked game and i rarely play ranked at all anyway.
